What are these rubber bits and what is the screened pickup tube in the bottom of the transmission?

It is absolutely covered almost clogged with these rubber bits.

Thank you

Most likely the foam dam off of the mcv pump. The pickup screen is for the lube/transfer pump. Most likely you are experiencing some weird hydraulic action.

Also can come from the big rubber plug in the hydraulic dam

Remove the round cover on the other side of the trans and see if the plug is intact
-- may be able to see the plug if you have the MCV removed

I have the MCV removed.

Reason for removing was no PTO. Pressure check = 0.

After I removed the MCV I inspected the power steering return valve and poppet. The poppet, while new, was canted in the bore. I am assuming this is the reason for the no pressure to the PTO. I am pondering just putting it back on without digging into it, as I found the problem. Seems a bit intimidating where a little miss of an o-ring will cause a need to tear it back apart.

Kinda feels like the hydraulic dam material that is in the rebuild kit.

Well is the dam present on your pump?

I do not know what it is supposed to look like in there honestly. There is nothing like that by the pump. I have yet to look at the parts breakdown, and have not opened the mcv yet.

Ahhh. I was going to break out the manuals this week and read about the MCV rebuild before I dig in. The videos on youtube look like complex larger MCV systems than what is on my 454.
