it won't let me down load the Microsoft version. I have windows 10 pro, does the Microsoft version not work with this?

512kb does seem to be fairly limiting, although I understand the reasoning for the limitation.

I have done it and it works. It is more handy to use YouTube in my opinion.

Is there a software app that you can specify the file output size vs cropping and fiddling with pixels to back into an uploadable file size?

If you use Photobucket you do not have to change the file size.  There is an app for Photobucket along with the normal webiste version.
