Case ih 485 pto stops when transmission clutch is pushed

What would cause pto to stop working on my case ih 485 when we press the transmission clutch 

we let the clutch out and the pto starts right back up

What happened to cause it to start operating this way ?

All of those models had independent PTO as far as I know 
so , only way I can think of is the pressure plate hub is sheared , and both shafts are locked together

Tractor was split this spring and the shuttle piston bolts were replaced 

new pto drive gear installed at transmission clutch at that time 

reassembled and about a week later we lost all hydraulics 

tractor sit until we replaced the hydraulic pump last month 

everything works fine now just the problem with the pto

Does this happen with the tractor in gear? In neutral? Both?

We have only tried it with it in gear so far 

also it’s not all the time
