Does a 1640 have a seat safety switch

Generally speaking, if it has an IH/Navistar engine, it does not; if it has a Cummins/CDC engine, it does. The first Cummins-engined ones did not.

He may be talking about the switch on the combines that turns off the feeder house and header if you are off the seat for i can't remember the time frame. 5 or 10 seconds?

Our 1620 when we had it had that switch.

So the problem we are having is sometimes the combine won’t start if you move around in the seat it will start up 

I was thinking has to be a switch somewhere on the seat for that problem

Seat switch won't effect starting. Only safety switch in start circuit is on inch pedal
