I suppose it could be for that but I'd think it'd be tough. Seems like you'd get a groove maybe at best. Not sure how you'd move along the workpiece. That backside would hit the turned shoulder. Seems like the wrong kind of chisel for turning too. I thought maybe It was for finding and marking centerline on a dowel? I'm not a wood turner so I'll take your word. Thanks. just Dave
It is a gauge for measuring not for cutting. You set the top bar for desired radius and caliper arm for desired diameter. When it slips on ...done cutting. You might have several for a particular pattern your making.

Dave Shepard
It's a cutting tool. If you just wanted to measure, you would just use dividers. 1

1466IH
Cutting something tough. Looks ground sharp on the hook end and the bulge on the back side looks like a good flat spot for tapping with hammer
just Dave
Maybe you put it in the car door latch to hold it up while you adjust/tighten hinges?
vtfireman85
inter web says a metal severing tool, my understanding is it is an early air chisel sort of deal, you pound on the rounded lobe and the hook bill digs in, the one on the web looks more hooked, perhaps that one has more wear.
