856 3 point won't go down

Was out cultivating and the 3 point won't go down, no matter what I did with draft. I took it apart and the linkage from above was wedged into the arm coming up from the rock shaft. I got it into the position it is innow as shown in the picture. It doesn't want to go all the way down now but I am replacing the 1/4 inch bolt in the arm from the rock shaft. What do I do to prevent this from happening again? How do you adjust the set bolt? Can I just do away with the draft as I have never used it?

May have to remove pto  to get to the clamp that holds the lower rod to the lower three point shaft.  Guessing it has allowed the lower arm to move. The shaft will have a flat area for the arm to be clamped to.

I agree, but could it be that lower link is holding it back to far because it has moved on the torsion shaft

You were closer than I was. It seems one of the torsion bar stop bolts backed out preventing the bar from returning.
