1944 International I4, right tire won't rotate

Not familiar with your tractor but rusted brake parts are common if it sat for years even more so if out side. I had crawler rust in 6 months time once.

As Ray said, hopefully just rusted / stuck brakes. Do you know if it was ok when parked? It's not likely that something broke internally while sitting but it could have been parked because something was broken. Good luck.

The other possibility I've heard of, is a small broken piece of something gets stuck between the bottom of the bull gear and the rear end housing. If that's the case see if it will move in reverse.

Forcing it might free up rusted brakes, but if it's something jammed in the bull gear, that can crack the housing. Check the brakes first.
