The lines on the frame rail look like replacement steering lines?! Someone went the easy way to fix, not the proper.
I agree with Nate about the starting, I just got the 856 I grew up on, back this last spring, 10,413 hours on a working tach, and 30 degrees a few weeks back, it fired up after 3-4 revolutions in the shed, no ether!!

So question, since the tractor runs great once it’s started should I just loosen the 2 bolts and rotate the pump some and see if it starts any better? It looks like someone has had the pump off there is a chisel mark they made to line it back up. It looks to be set at 4-5 degrees on the indicator on top of the pump

No I wouldn’t.    Get the tractor I think it’s 6 degrees before top dead center by the flywheel pointer,   Then take the small inspection cover off side of pump and see if lines line up.    Might be a good idea to use a marker and make a line from pump to pump mount if you decide to adjust it and it gets worse.    To much advance will make them start hard.  Or it would be a good idea to get a service manual and setting timing is in there.
