you can slide the load and depth arm on the torsion shaft to get it to line up better with the upper link

Correct.  They actually are still in raised position and not drifting down when lever is in up position with engine off.  With lever in lower position and engine off they will drift down.

Was thinking unloading valve stuck shut. Hitch would raise with lever in lower position if that was the case. I'm assuming that raising lever half way raises hitch half way. If that is so try adjusting drop check ball.

Behind right foot. 6 bolt cover. Partially below platform.

If position lever is in bottom of slot. That is normal. If not bolt is broke on action control valve. Not the no drop problem but a problem never the less. While in there might as well inspect drop check valve.
