Hours of usage are recorded differently dependent on the type of hour meter the tractor is equipped with . The old mechanical tachometers such as on IH806, JD 4020 era tractors counted revolutions of the engine to get an "hour" . Run it at rated speed,  an hour of running got you an hour of time. Run it at 1/2 throttle got you a half hour of usage time recorded in one hour of real time . When electric hour meters came into use,  it recorded one hour of  use regardless of engine speed. Leave the switch on without engine running and it still records time, doesn't it ?

Most electronic hour meters don't count unless there is oil pressure detected.
