Ran onto this on Facebook Marketplace Osage city KS

thought it was cool as I haven't seen this type of loader frame before

That is an over loader. It  was used to load railroad cars or trucks  by flipping product over  the tractor into open gondola cars without turning around

I've seen what you are talking about but not one without operator protection

It makes sense that it would be used in a railroad yard---those tracks certainly wouldn't push much dirt.
